Roccat Apuri

The world of gaming peripherals is filled with specialized devices and niche products, but even among the diverse, the Roccat Apuri is unusual. It's a USB hub! It's a cord bungee! It's both! At this point, a few readers are probably scratching their heads. But don't discount a product just because it looks different or has a funny name?it's a surprisingly useful device, both for gamers and neat-freaks.

Mouse Cord Bungee
What is a cord bungee? I'm glad you asked. A mouse cord bungee is a cable management device, with a small arm to hold the cable from your wired mouse up and out of the way. This helps prevent the tangle that results when a mouse with a four-foot cable is used 10 inches from the USB port it's connected to. It also has the benefit of reducing any drag or friction from the cable, letting you move unhindered. Perhaps most importantly, it helps tame the snarl of cables that accumulate around any gaming rig, not only by getting your mouse cable out of the way, but because the design and extra hub functionality also help reduce clutter.

It's not necessarily a device that everyone will need, but after a week of testing?both at work and at play?it became obvious that even outside of gaming, a bungee can be useful to anyone who does a lot of work with a wired mouse.

Like other bungees, the Apuri does have a springy cord boom coming up over the top of its three-legged base. Unlike other spring-loaded models, however, this design uses black rubber for both the boom arm and the cord channel, giving you a secure spot for your cord and accommodating irregular cable thickness and sheathing.

USB Hub
While most cord bungee devices are little more than a spring-loaded arm with cable clips, Roccat has added real functionality by outfitting the base of the Apuri with a 4-port USB hub, similar in function to the Satechi Ultra Portable 4 Port USB Pocket Hub. The $39.99 price tag is similar to that of the Targus Ultralife USB Hub, but the Targus hub includes an Ethernet port. Plain USB 2.0 ports are often much cheaper, like the aforementioned Satechi Pocket Hub.

Like other hubs, the Apuri turns one USB port into many, splitting off into four separate ports. That's four times the devices, four times the accessibility, four fewer reasons to reach in back of your PC tower to plug something in for an hour, four slightly easier connections to disconnect or reconnect from a laptop. And, for applications that need a bit more juice, such as charging a smartphone, or powering several devices at once, the hub also comes with an AC adapter.

The hub is a plug-and-play device, so there are no additional drivers to install, and the hub should be compatible with any current USB port. It's OS-agnostic, compatible with Windows (XP/Vista/Windows 7/Windows 8), Mac (OS X), and Linux. The hub offers USB 2.0 connectivity, but not USB 3.0?for that, you'll need something like the Satechi 3.0 4-Port USB Hub. Roccat covers the Apuri with a one-year warranty.

Design
The Apuri sits on a base of three wide rubber feet. Between those feet and the Apuri's weight?4.2 ounces, or roughly a third of a pound?the device should stay relatively stationary, even through the wild mousing of a frantic firefight.

Measuring 5.1 by 2.5 by 2.5 inches (HWD), the hub will take up a bit of space on your desk, but the raised tripod design also allows cords to pass underneath it, providing another potential element of cable management. And, with two five-foot cables (USB and power, respectively) you can connect the Apuri to your PC, and multiple devices to the Apuri, letting you relocate some of your cable mess to one central location. And, if you just want the cool lighted USB hub on your desk, the bungee arm is removable.

The base of the Apuri is black plastic with a matte finish, accented with glowing blue LEDs. It will definitely blend in when set next to a gaming rig, gaming keyboard, and gaming mouse?glowing accents and backlight are pretty common in gaming gear. Sadly, the LED color is not adjustable, nor can it be turned off. As a result, this probably won't be so inconspicuous on a regular desk.

While it may not be quite like anything else we've reviewed, the Roccat Apuri is two helpful devices in one: a mouse cord bungee, and a 4-port USB hub. Either one would be helpful, but combining the two into the Apuri's solid tripod design makes it a niche product that could be pretty helpful beyond the narrower gamer market.

Compare the Roccat Apuri with several other USB devices side by side.

South Africa to tax carbon emissions from 2015

CAPE TOWN (Reuters) - South Africa, the continent's top greenhouse gas producer, plans to tax carbon emissions from January 2015, but will introduce some exemptions to protect industry and jobs, South Africa's finance minister said on Wednesday.

The tax, set at 120 rand per tonne of carbon dioxide equivalent, has been criticised by carbon-intensive companies such as petrochemicals giant Sasol and ArcelorMittal South Africa who argue the state's attempt to curb emissions blamed for global warming would hit profits.

The carbon tax drive occurs against a backdrop of rising electricity tariffs and sluggish economic growth. Growth is seen as averaging 3.3 percent over the next three years.

The Treasury proposed a 60 percent tax-free threshold until 2020 on annual emissions for all sectors, including electricity, petroleum, iron, steel and aluminium.

"To soften the impact, a tax-free exemption threshold of 60 percent will be set, with additional allowances for emissions intensive and trade-exposed industries," Finance Minister Pravin Gordhan told parliament during his 2013 budget speech.

Companies will be able to claim additional relief of up to 10 percent by investing in external green projects to reduce their carbon tax liabilities.

South Africa wants to cut CO2 emissions by a third over the next decade but has little flexibility to make fast changes with major employers among the top polluters. Its cash-strapped power sector almost fully reliant on coal.

The carbon tax, to be phased in over time, is one of several green initiatives aimed at reducing the carbon footprint in the continent's largest economy, including a biofuels production incentive and higher vehicle emissions taxes.

Treasury will release an updated carbon tax policy paper for further public consultation at the end of March.

Morrissey won't do Kimmel with 'Duck Dynasty' as guests

LOS ANGELES (AP) -- The TV series "Duck Dynasty" is coming between Morrissey and Jimmy Kimmel.

The singer and animal rights activist says he canceled his appearance Tuesday on ABC's "Jimmy Kimmel Live" because "Duck Dynasty" cast members will be on the talk show.

Morrissey says he can't perform on a show with what he called people who "amount to animal serial killers."

A&E's "Duck Dynasty" reality show follows a Louisiana family with a business selling duck calls and decoys.

A&E did not immediately respond to requests for comment from it and the Robertson family.

A person familiar with the Kimmel show's plans confirmed that Morrissey was to appear. The person lacked authority to discuss the matter publicly and spoke on condition of anonymity.

The person says Morrissey's performance will be rescheduled.

ABC says the Churchill band will perform Tuesday on Kimmel's show but declined comment on the switch.

Union Pacific: Others responsible for fatal crash

DALLAS (AP) ? If lawsuits stemming from last year's train collision that killed four veterans on a parade float in Texas make it to trial, jurors should be able to consider whether actions by parade organizers and the hosting city contributed to the crash, a Union Pacific spokeswoman said Monday.

The company is asking that the City of Midland, Midland County and the parade organizer be designated as responsible third parties because they failed to exercise "ordinary care" in their actions relating to the Nov. 15 parade. Such a designation would allow the company to avoid being held solely responsible.

"Union Pacific does not seek to recover money from them," company spokeswoman Raquel Espinoza-Williams said. "We just want the jury in this to fully consider all of the entities whose actions may have contributed to the cause of the accident."

The veterans were riding on a flatbed truck that was hit by a train traveling 62 mph. The truck was the second float in a parade that was part of a weekend of hunting and shopping for veterans wounded in Afghanistan and Iraq and their wives.

Lawsuits filed in Dallas and Midland claim Union Pacific was negligent on several fronts, including failing to provide proper warning at the crossing where the accident occurred.

But in court motions filed earlier this month, the company argues that the city, county and parade organizer are responsible for the collision. It contends that none of the listed entities informed the railroad the parade would take place or sought to take steps to coordinate their plans with the company.

The documents also cite the organizer, Show of Support-Hunt for Heroes, for failing to obtain a parade permit and the city for failing to enforce its parade ordinance.

A phone message requesting comment from the parade's organizer wasn't returned Monday.

A spokeswoman for the city said she couldn't comment on pending litigation. But earlier this month, the Midland City Council gave final approval to an ordinance making detailed changes to how parades are permitted. Under the new ordinance, which takes effect March 1, any parade that crosses railroad tracks must receive approval from the council.

Kevin Glasheen, one of the attorneys representing the plaintiffs in the Midland lawsuit, said Union Pacific's action was anticipated.

"For the railroad, it's a way to shift responsibly to other parties," Glasheen said.

In preliminary statements after the accident, National Transportation Safety Board officials said the crossing's warning system was activated 20 seconds before the collision in accordance with federal regulations and that the guardrail began to descend seven seconds later.

Investigators have said the float began crossing the tracks even though warning bells were sounding and the crossing lights were flashing.

Midland County District Attorney Teresa Clingman announced Jan. 9 that a grand jury had declined to indict the driver, Dale Andrew Hayden.

The veterans killed in the collision were Marine Chief Warrant Officer 3 Gary Stouffer, 37; Army Sgt. Maj. Lawrence Boivin, 47; Army Sgt. Joshua Michael, 34; and Army Sgt. Maj. William Lubbers, 43.

The accident remains under investigation by the NTSB.

The Golden Truth: "Game On" For Gold And Silver!

The emergence of technical fund and speculative short selling has created the finishing touches to a market structure set up that is good to go in gold and maybe in silver as well... The bottom line is that an important price low is being put in, if it has not been seen already. - Ted Butler
My corollary to Ted Butler's statement is:? outside of 2001 and October 2008, right now is currently the single best time to invest in the precious metals and mining stock sector over the course of this 12-yr - so far - bull market.? What makes now potentially more compelling than 2001 and 2008 is that the fundamental reasons for investing in this sector are stronger than at any time over the last 12 years.

Here's just one example:? back in 2001, the notion of a global currency debasement war was nothing more than the fantasy of gloom and doom conspiracy theorists.? Today, the world is in the middle of a currency war that intensifies with every official pronouncement that denies its existence (see the recent G-20 statement).

I wanted to follow up on my article last week that analyzed the Comex Commitment of Traders (COT) for gold futures. I had suggested the likelihood that the recent increase in the gold futures short position of the large hedge funds, and the concomitant large reduction in the net short position of the commercial traders (mainly the bullion banks), was a signal that this vicious price correction in gold/silver is nearly over.

The COT report released Friday (through Tuesday's cut-off day) was nothing short of stunning. I knew the hedge funds were piling onto the short side of gold and silver, and that's why the metals have been getting slaughtered recklessly like this. But the increase in the hedge fund gold short position is unprecedented, as far as I know.?? You can read my latest analysis here:? Holy Hedge Fund Shorting

We probably won't see an immediate "V" type move here (although I wouldn't rule it out).? The large hedge funds have no choice but to defend their massive short position.? But as the physical market off-take intensifies - India and Asia have both been buying hand-over-fist over the last week (and that's physical off-take, not fraudulent paper contracts).? But, as the impending move higher builds momentum and pushes through key technical price points, the scramble by the hedge funds and small speculators to cover their unprecedented short position will ignite a move that will be explosive.

Jose Aldo-Anthony Pettis featherweight championship fight back on

Over the weekend, UFC president Dana White said featherweight champion Jose Aldo was refusing to take a fight with Anthony Pettis, the lightweight who was scheduled to fight Aldo in August. As Kevin Iole wrote, Aldo told White he didn't think Pettis had earned the title shot.

The fight is back on. Andre Pederneias, Aldo's manager, told SporTV in Brazil (with translation from our friends at Yahoo! Brazil) that Aldo will take the fight, with one condition:

?I had a meeting today (Monday) with Jos? Aldo, who said: ?I?m going to end with this clownery. People are saying that I?m running, so they are going to see who will run from who when the time comes. If you enjoy a brawl, you can buy the pay-per-view on August 3 and that's what you are going to watch because heads will roll?. At that moment I called Dana White to agree with the fight, but on one condition: after that fight, the winner gets a title shot at [lightweight]?.

White confirmed that the fight is on.

ESPN is reporting that Aldo will get his wish, and that if he beats Pettis on Aug. 3, he will get a shot at the UFC lightweight belt. Benson Henderson is currently the title holder, and will fight Gilbert Melendez in April.

This means the UFC lightweight belt has a clear path for 2013. Pettis was supposed to be the next lightweight contender, but pushed for the Aldo fight because he didn't want to wait until the Henderson and Melendez fight was over.

Are you looking forward to seeing Aldo possibly fight for the lightweight belt? Speak up in the comments, on Facebook or on Twitter.

General mechanism that accelerates tumor development discovered

Feb. 24, 2013 ? Cancer is characterized by uncontrolled cell division and growth. In order to identify new therapeutic targets through which to tackle the disease, scientists seek to clarify the mechanisms that control the expression of genes that favor the development of tumors, in processes such as uncontrolled cell division. Nature has just published a paper by the lab headed by Ra?l M?ndez, ICREA professor at the Institute for Research in Biomedicine (IRB Barcelona). The study describes a mechanism controlled by the CPEB1 protein that affects more than 200 genes related to cell proliferation and tumor progression. The mechanism, which was discovered using Hodgkin lymphoma cells, has been proposed as a general regulatory system that enhances the spread of cancer.

The researchers describe that CPEB1 shortens a highly specific region of RNAs (RNAs are the molecules that carry gene information for protein synthesis). This region holds most of the signals that determine whether an RNA molecule is made into a protein or not. "CPEB1 "takes off the brakes" for hundreds of RNAs that stimulate cell desdifferentiation and proliferation, allowing them to be made into proteins; however, in addition to removing the brakes in the nucleus, this protein accompanies RNA to the cytoplasm, where it speeds up the production of these proteins," explains the senior author of the paper Ra?l M?ndez, head of the "Translational control of cell cycle and differentiation" group at IRB Barcelona.

Ra?l M?ndez is an expert on the CPBE protein family, a type of RNA-binding protein that has a positive and crucial role in early embryo development. "CPEB proteins are necessary during development and also during tissue regeneration via stem cells in adults, but if the programme governed by CPEBs is continually switched on, cells divide when they are not supposed to and form a tumor," explains M?ndez. The CPEB family comprises four proteins, which compensate each other's normal function but which have specific activities in diseased states. "This finding is positive from a therapeutic viewpoint because it means that if you remove CPEB1 from healthy cells, its function can be taken over by any other CPEB protein. In contrast, in tumors only CPEB1 has the capacity to shorten these regions, thus affecting only tumor cells," states Italian researcher Felice Alessio Bava, first author of the paper, and post-doctoral fellow with M?ndez's group who, this year, has obtained his doctorate degree through the "la Caixa" International Fellowship Programme. This study provides further evidence of the potential of CPEB proteins as therapeutic targets. In 2011, in a study published in Nature Medicine, M?ndez identified that CPEB4 "switches on" hundreds of genes linked to tumor growth. This new study explains that the overexpression of CPEB4 in tumors is because CPEB1 has also "released its brakes." "The fact that these proteins control each other is also advantageous from a therapeutic point of view," asserts M?ndez, "because partial inhibition, by a drug, would be amplified, thus allowing tumor cell reprogramming. The amplification should make it easier to find a viable compound."

The lab has developed a system to screen therapeutic molecules for a drug that can inhibit the action of CPEB in tumors while having few secondary effects on healthy cells. "There is no drug currently available that influences the regulation of gene expression at this level. Our findings open up a pioneering therapeutic window. We are optimistic about the potential of CPEB proteins as targets," says M?ndez.

The action of CPEB proteins should be considered in the design of other therapeutic strategies

The study published in Nature includes a meticulous genomic analysis of RNA molecules that are processed in different ways depending on whether CPBE1 is present. The study provides a list of between 200 and 300 of such genes, that is to say, those that would have the region holding regulatory signals removed. This is precisely the region where microRNAs -- small molecules regulating the translation of this RNA to protein -- bind. "Many antitumor therapies attempt to interfere with microRNA binding, but we have now revealed that CPEB proteins remove these regions beforehand. The pharmaceutical companies that are developing such compounds will be able to predict whether their targets are suitable approaches or not," explains the scientist.

The study has involved the collaboration of the group led by Juan Valc?rcel at the Center for Genomic Regulation (CRG), an expert in RNA nuclear processing, and that of Roderic Guig?, an expert in biostatistics and also at CRG. This study received funding from the Consolider RNAreg consortium of the Spanish Ministry of Economy and Competition and the Generalitat de Catalunya (Government of Catalonia).

Alcatel One Touch Star hands-on

Alcatel One Touch Star handson

Alongside Alcatel's other launches today at Mobile World Congress the One Touch Star is another example of an affordable handset that still manages to maintain good looks with excellent fit an finish. Featuring a 4-inch WVGA AMOLED display, 5-megapixel autofocus camera with LED flash, quad-band GSM and 900 / 2100 UMTS, all powered by a 1GHz dual-core CPU.

The handset is a little on the heavy side, but not in an awful way, more like a quality sort of feeling, reminiscent of iPhone's weight. Clever touches such as the corner tab being recessed a little more to get at the 1500mAh battery and SIM slots -- or dual-SIM slots when optioned with that -- is also a clever touch and just generally adds to the device's appeal. Of course the One Touch Star will be a budget phone but it is also a brilliant example of how lower pricing and excellent quality can coexist. Well done Alcatel, well done. No word on pricing but it is expected to begin shipping sometime in March 2013. A Gallery showing off the cranberry variety is just below the break.

LONDON (AP) ? U.S. Secretary of State John Kerry urged members of the Syrian opposition to turn up for talks in Rome this week, insisting that more help is on the way in their fight against President Bashar Assad.

Kerry was in London for the first leg of his debut overseas trip ? a hectic nine-country dash through Europe and the Middle East. The trip includes a Syrian opposition conference in Rome, which some members of the sharply divided Syrian opposition council have threatened to boycott.

A senior Obama administration official said Sunday that Kerry has sent his top Syrian envoy to Cairo in hopes of convincing opposition leaders that their participation in the conference in Rome is critical to addressing questions from potential donors and securing additional aid from the United States and Europe.

The Rome meeting on Thursday is the centerpiece of Kerry's nine-nation tour of Europe and the Middle East

"We are not coming to Rome simply to talk," Kerry said at a joint news conference with Britain's Foreign Secretary William Hague. "We are coming to Rome to talk about next steps."

Kerry said he was sympathetic to the opposition's complaints that the international community had not done enough, and noted that as a senator he had called for the Obama administration to consider military aid to the Syrian opposition.

But he noted that he now is part of the administration and "and the president of the United States has sent me here ... because he is concerned about the course of events."

"This moment is ripe for us to be considering what more we can do," he said, adding that if the opposition wants results, "join us."

Administration officials have debated whether the U.S. should arm the rebels, with Defense Secretary Leon Panetta and Joint Chiefs of Staff Chairman Gen. Martin Dempsey having said they urged such a course of action. The White House has been unwilling to do so for fears the weapons could end up in the wrong hands. Currently, the U.S. provides only non-lethal support and humanitarian aid.

The United Nations says at least 70,000 people have been killed in Syria's 2-year civil war, which began as an uprising against Assad's regime.

"We are determined that the Syrian opposition is not going to be dangling in the wind, wondering where the support is, if it is coming," he said. ""We are not going to let the Syrian opposition not have its ability to have its voice properly heard in this process."

Kerry said the Syrian people "deserve better" than the violence currently gripping their country as he stood alongside Britain's Foreign Secretary William Hague.

Hague also stressed the need for action, saying an "appalling injustice" is being done to Syrian citizens.

"In the face of such murder and threat of instability, our policy cannot stay static as the weeks go by," Hague told the press conference. "We must significantly increase support for the Syrian opposition. We are preparing to do just that."

Watershed elections in Italy

Supporters wait for Italian comic-turned-political agitator Beppe Grillo, leader of the anti-establishment 5 Star Movement, to deliver his speech at a final rally in view of the upcoming general elections, in Rome, Friday, Feb. 22, 2013. Amid corruption scandals, rising populist sentiment and financial hardship, Italians are voting in a watershed parliamentary election Sunday and Monday seen as a test of their will to stay the course for painful economic reforms or revert to their free spending ways of the past. Supporters wave flags in front of a giant monitor broadcasting a message by Silvio Berlusconi during a center-right coalition rally in Naples, Italy, Friday, Feb. 22, 2013. Silvio Berlusconi has skipped his last campaign rally before Italian elections because of an eye problem. The 76-year-old media mogul is trying to make a comeback, to win a fourth term as premier. He was supposed to address a rally in Naples on Friday, but instead spoke to supporters in a video message. Italian media quoted his personal doctor, Alberto Zangrillo, as saying Berlusconi was advised to skip the rally, because he has a posterior vitreous detachment in an eye. (AP) ? Will Italy stay the course with painful economic reform? Or fall back into the old habit of profligacy and inertia? These are the stakes as Italy votes in a watershed parliamentary election Sunday and Monday that could shape the future of one of Europe's biggest economies.

Fellow EU countries and investors are watching closely, as the decisions that Italy makes over the next several months promise to have a profound impact on whether Europe can decisively put out the flames of its financial crisis. Greece's troubles in recent years were enough to spark a series of market panics. With an economy almost 10 times the size of Greece's, Italy is simply too big a country for Europe, and the world, to see fail.

Leading the electoral pack is Pier Luigi Bersani, a former communist who has shown a pragmatic streak in supporting tough economic reforms spearheaded by incumbent Mario Monti. On Bersani's heels is Silvio Berlusconi, the billionaire media mogul seeking an unlikely political comeback after being forced from the premiership by Italy's debt crisis. Monti, while widely credited with saving Italy from financial ruin, is trailing badly as he pays the price for the suffering caused by austerity measures.

Then there's the wild card: comic-turned-politician Beppe Grillo, whose protest movement against the entrenched political class has been drawing tens of thousands to rallies in piazzas across Italy. If his self-styled political "tsunami" sweeps into Parliament with a big chunk of seats, Italy could be in store for a prolonged period of political confusion that would spook the markets.

While a man of the left, Bersani has shown himself to have a surprising amount in common with the center-right Monti ? and the two have hinted at the possibility of teaming up in a coalition. Bersani was Monti's most loyal backer in Parliament during the respected economist's tenure at the head of a technocratic government. And in ministerial posts in previous center-left governments, Bersani fought hard to free up such areas of the economy as energy, insurance and banking services.

But it's uncertain that Monti will be able muster the votes needed to give Bersani's Democratic Party a stable majority in both houses of Parliament.

"Forming a government with a stable parliamentary alliance may prove tricky after elections," said Eoin Ryan, an analyst with IHS Global Insight. "A surge in support for anti-austerity parties is raising chances of an indecisive election result and post-vote political instability."

Another factor is turnout. Usually some 80 percent of the 50 million eligible voters go to the polls but experts are predicting many will stay away in anger, hurting mainstream parties.

When Berlusconi stepped down in November 2011, newspapers were writing his political obituary. At 76, blamed for mismanaging the economy and disgraced by criminal allegations of sex with an underage prostitute, the billionaire media baron appeared finished as a political force.

But Berlusconi has proven time and again ? over 20 years at the center of Italian politics ? that he should never be counted out.

The campaign strategy that has allowed him to become a contender in these elections is a simple one: please the masses by throwing around cash.

Berlusconi has promised to give back an unpopular property tax imposed by Monti as part of austerity measures. Even his purchase of start striker Mario Balotelli for his AC Milan soccer team was widely seen as a ploy to buy votes. Berlusconi has also appealed to Italy's right-wing by praising Italy's former fascist dictator Benito Mussolini during a ceremony commemorating Holocaust victims.

The most recent polls show Bersani in the lead with 33 percent of the vote, against 28 percent for Berlusconi's coalition with the populist Northern League. Grillo's 5 Star movement was in a surprise third place, with 17 percent support, while Monti's centrist coalition was notching 13 percent. The COESIS poll of 6,212 respondents had a margin of error of plus or minus 1.2 percent.

Pollster Renato Mannheimer said among his biggest clients heading into the elections were foreign banks seeking to gauge whether to hold or sell Italian bonds.

"They are worried mostly about the return of Berlusconi," Mannheimer said.

Uncertainty over the outcome of the vote has pushed the Milan stock exchange down in the days running up to the vote and bumped up borrowing costs, as investors express concern that Italy may back down from a reform course to pull the country out of recession.

Mannheimer said many undecided voters ? who comprise around one-third of the total electorate ? identify with the center-right, and that may help Berlusconi. He said that the undecided vote may also tilt heavily toward Grillo's protest movement.

The professorial Monti looked uncomfortable at first as a candidate but has recently warmed to the role. Like the others, he has not shied away from name calling, warning that Berlusconi is a "charlatan" and saying his return would be "horrific."

Bond analyst Nicholas Spiro said the election "will deliver the most important verdict on the eurozone's three-year-old austerity focused policies."

But he is betting on a period of political instability after the vote.

"An upset victory by Mr. Berlusconi may be markets' nightmare scenario," he said, "but the prospects for a stable and harmonious Bersani-Monti coalition government ? still the mostly likely outcome in our view ? are bleak."

(AP) ? The mysterious death of a 30-year-old Palestinian gas station attendant in Israeli custody stoked new West Bank clashes Sunday, along with Israeli fears of a third Palestinian uprising.

A senior Palestinian official alleged that Arafat Jaradat was tortured by Israel's Shin Bet security service, citing an autopsy he said revealed bruising and two broken ribs.

Israel's Health Ministry said the autopsy did not conclusively determine the cause of death, but that the bruising and broken ribs were likely the result of attempts to revive the detainee.

Jaradat's death came at a time of rising West Bank tensions, including several days of Palestinian marches in support of four hunger-striking prisoners in Israeli lockups. In all, Israel holds nearly 4,600 Palestinians, including dozens who have never been formally charged or tried.

Frozen Israeli-Palestinian peace talks, the recent re-election of Israeli hard-line Prime Minister Benjamin Netanyahu, a Palestinian cash crisis and the Palestinians' sense of being abandoned by the Arab world seem to have created fertile ground for a third Palestinian revolt.

Over the weekend, Israel's army chief convened senior commanders to discuss the growing unrest.

Jaradat's death "is liable to become the opening shot" in a third uprising, Israeli military commentator Alex Fishman wrote in the Yediot Ahronot daily Sunday, arguing that the "Palestinian street has been boiling with anger for a number of weeks now."

However, Israeli officials have previously expressed concern about a new uprising, only to see bursts of Palestinian protests fizzle.

The first uprising, marked by stone-throwing protests and commercial strikes, erupted in the late 1980s and led to Israeli-Palestinian negotiations. The second uprising broke out in 2000, after failed talks on a final peace deal, and was far deadlier, with Israel reoccupying the West Bank in response to bombings and shootings.

In recent years, the West Bank has been relatively calm. Despite recent tensions, the Palestinian self-rule government has not broken off security coordination with Israel in their joint campaign against Islamic militants.

Palestinian activists also say they learned from the mistakes of the armed revolt a decade ago and are turning to more creative protests against Israel's 45-year rule over lands they want for a future state.

Former Palestinian security chief Jibril Rajoub, speaking in Hebrew on Israel Radio, tried to reassure Israelis, declaring Sunday "on behalf of the entire Palestinian leadership that there is no plan to lead to bloodshed."

Jaradat, a father of two from the West Bank village of Saeer, died in Megiddo Prison in northern Israel on Saturday, six days after his arrest on suspicion of stone throwing.

Jaradat's attorney, Kamil Sabbagh, said his client told an Israeli military judge Thursday during a hearing that he was being forced to sit for long periods during interrogation. He also complained of back pain and seemed terrified to return to the Shin Bet lockup, although he did not have any apparent signs of physical abuse, Sabbagh said.

After the court hearing, the judge ordered Jaradat to be examined by a prison doctor.

The Shin Bet said that during interrogation, Jaradat was examined several times by a doctor who detected no health problems. On Saturday, he was in his cell and felt unwell after lunch, the agency said.

"Rescue services and a doctor were alerted and treated him," the statement said. But "they didn't succeed in saving his life."

On Sunday, Israel's forensics institute performed an autopsy attended by a physician from the Palestinian Authority.

After being briefed by the Palestinian physician, Issa Karake, the Palestinian minister of prisoner affairs, told a news conference late Sunday that Jaradat had suffered two broken ribs on the right side of his chest. The autopsy also showed bruises on Jaradat's back and chest.

Israeli officials initially said Jaradat apparently died of a heart attack, but Karake said the Palestinian physician told him there was no evidence of that.

Later, Israel's Health Ministry said Jaradat did not suffer from disease and that it was not possible yet to determine his cause of death conclusively.

Jaradat "faced harsh torture, leading to his immediate, direct death. Israel is fully responsible for his killing," Karake said.

Protesting Jaradat's death, Palestinians threw stones at Israeli troops in several locations, including the West Bank city of Hebron and at a checkpoint near the military's Ofer prison on Sunday. In two locations, troops fired tear gas and rubber-coated steel pellets.

In the clash near the checkpoint, troops fired live rounds, shooting the 15-year-old son of the commander of the Palestinian Preventive Security Service in the chest and stomach, said Palestinian health official Dr. Ahmed Bitawi. The teen, Walid Hab al-Reeh, was in stable condition, while another man was wounded in the arm, Bitawi said.

The Preventive Security Service is key to security coordination with Israel. The Israeli military said it was aware of a report that a Palestinian youth was seriously hurt by gunfire, but could not confirm that soldiers used live rounds to disperse the protest.

Kadoura Fares, who heads a Palestinian group advocating for prisoners, urged Palestinians on Sunday to keep demonstrating. He also said that one of the four hunger-striking prisoners, Jafar Izzeldeen, was moved to a hospital Sunday because his condition was deteriorating.

Recent West Bank protests have focused on the fate of prisoners, an emotional Palestinian consensus issue.

Tens of thousands of Palestinians have been imprisoned since Israel captured the West Bank, Gaza and east Jerusalem in 1967, meaning virtually every Palestinian family has had someone locked up.

The detainees are held on a range of charges, from stone-throwing to deadly attacks. Most Palestinians embrace them as heroes resisting occupation, while Israelis tend to view them as terrorists.
