Sorting out stroking sensations: Biologists find individual neurons in skin that react to massage

Jan. 30, 2013 ? The skin is a human being's largest sensory organ, helping to distinguish between a pleasant contact, like a caress, and a negative sensation, like a pinch or a burn. Previous studies have shown that these sensations are carried to the brain by different types of sensory neurons that have nerve endings in the skin. Only a few of those neuron types have been identified, however, and most of those detect painful stimuli. Now biologists at the California Institute of Technology (Caltech) have identified in mice a specific class of skin sensory neurons that reacts to an apparently pleasurable stimulus.

More specifically, the team, led by David J. Anderson, Seymour Benzer Professor of Biology at Caltech, was able to pinpoint individual neurons that were activated by massage-like stroking of the skin. The team's results are outlined in the January 31 issue of the journal Nature.

"We've known a lot about the neurons that detect things that make us hurt or feel pain, but we've known much less about the identity of the neurons that make us feel good when they are stimulated," says Anderson, who is also an investigator with the Howard Hughes Medical Institute. "Generally it's a lot easier to study things that are painful because animals have evolved to become much more sensitive to things that hurt or are fearful than to things that feel good. Showing a positive influence of something on an animal model is not that easy."

In fact, the researchers had to develop new methods and technologies to get their results. First, Sophia Vrontou, a postdoctoral fellow in Anderson's lab and the lead author of the study, developed a line of genetically modified mice that had tags, or molecular markers, on the neurons that the team wanted to study. Then she placed a molecule in this specific population of neurons that fluoresced, or lit up, when the neurons were activated.

"The next step was to figure out a way of recording those flashes of light in those neurons in an intact mouse while stroking and poking its body," says Anderson. "We took advantage of the fact that these sensory neurons are bipolar in the sense that they send one branch into the skin that detects stimuli, and another branch into the spinal cord to relay the message detected in the skin to the brain."

The team obtained the needed data by placing the mouse under a special microscope with very high magnification and recording the level of fluorescent light in the fibers of neurons in the spinal cord as the animal was stroked, poked, tickled, and pinched. Through a painstaking process of applying stimuli to one tiny area of the animal's body at a time, they were able to confirm that certain neurons lit up only when stroked. A different class of neurons, by contrast, was activated by poking or pinching the skin, but not by stroking.

"Massage-like stroking is a stimulus that, if were we to experience it, would feel good to us, but as scientists we can't just assume that because something feels good to us, it has to also feel good to an animal," says Anderson. "So we then had to design an experiment to show that artificially activating just these neurons -- without actually stroking the mouse -- felt good to the mouse."

The researchers did this by creating a box that contained left, right, and center rooms connected by little doors. The left and right rooms were different enough that a mouse could distinguish them through smell, sight, and touch. In the left room, the mouse received an injection of a drug that selectively activated the neurons shown to detect massage-like stroking. In the room on the right, the mouse received a control injection of saline. After a few sessions in each outer room, the animal was placed in the center, with the doors open to see which room it preferred. It clearly favored the room where the massage-sensitive neurons were activated. According to Anderson, this was the first time anyone has used this type of conditioned place-preference experiment to show that activating a specific population of neurons in the skin can actually make an animal experience a pleasurable or rewarding state -- in effect, to "feel good."

The team's findings are significant for several reasons, he says. First, the methods that they developed give scientists who have discovered a new kind of neuron a way to find out what activates that neuron in the skin.

"Since there are probably dozens of different kinds of neurons that innervate the skin, we hope this will advance the field by making it possible to figure out all of the different kinds of neurons that detect various types of stimuli," explains Anderson. The second reason the results are important, he says, "is that now that we know these neurons detect massage-like stimuli, the results raise new sets of questions about which molecules in those neurons help the animal detect stroking but not poking."

The other benefit of their new methods, Anderson says, is that they will allow researchers to, in principle, trace the circuitry from those neurons up into the brain to ask why and how activating these neurons makes the animal feel good, whereas activating other neurons that are literally right next to them in the skin makes the animal feel bad.

"We are now most interested in how these neurons communicate to the brain through circuits," says Anderson. "In other words, what part of the circuit in the brain is responsible for the good feeling that is apparently produced by activating these neurons? It may seem frivolous to be identifying massage neurons in a mouse, but it could be that some good might come out of this down the road."

Allan M. Wong, a senior research fellow in biology at Caltech, and Kristofer K. Rau and Richard Koerber from the University of Pittsburgh were also coauthors on the Nature paper, "Genetic identification of C fibers that detect massage-like stroking of hairy skin in vivo." Funding for this research was provided by the National Institutes of Health, the Human Frontiers Science Program, and the Helen Hay Whitney Foundation.

Using a proprietary tweak of user datagram protocol (UDP), the software examines the available bandwidth and only uses the optimal amount, rather than trying to load the pipe with more than it can handle. The science, however, lies in its ability to distinguish between packets that haven't arrived and those which are lost -- and only resending the latter. It's hoping to commercialize the software at some point this year, so if your Skype chats suddenly get a lot less laggy, you know who to blame.

Fujitsu Develops New Data Transfer Protocol Enabling Improved Transmissions Speeds


Software-only approach enables over 30 times improvement in file transfer speeds between Japan and the US, reduces virtual desktop operating latency to less than 1/6 of previous levels

Kawasaki, Japan, January 29, 2013 - Fujitsu Laboratories Limited today announced the development of a new data transfer protocol that, by taking a software-only approach, can significantly improve the performance of file transfers, virtual desktops and other various communications applications.

Conventionally, when using transmission control protocol (TCP)(1)-the standard protocol employed in communications applications-in a low-quality communications environment, such as when connected to a wireless network or during times of line congestion, data loss (packet loss) can occur, leading to significant drops in transmission performance due to increased latency from having to retransmit data.

To address this problem, Fujitsu Laboratories has succeeded at a software-only approach, developing: 1) A new protocol that incorporates an efficient proprietarily developed retransmission method based on user datagram protocol (UDP)(2), an optimized way to deliver streaming media able to reduce latency resulting from data retransmission when packet loss occurs; 2) Control technology that addresses the problem of UDP transmissions consuming excess bandwidth by performing a real-time measurement of available network bandwidth and securing an optimal amount of communications bandwidth without overwhelming TCP's share of the bandwidth; and 3) Technology that, by employing the new protocol, makes it possible to easily speed up existing TCP applications without having to modify them.

Through a simple software installation, the new technology will make it possible to speed up TCP applications that previously required costly specialized hardware, and it can also be easily incorporated into mobile devices and other kinds of equipment. Moreover, compared with TCP, the technology enables a greater than 30 times improvement in file transfer speeds between Japan and the US, in addition to reducing virtual desktop operating latency to less than 1/6 of previous levels. This, in turn, is expected to make it easier to take advantage of various applications employing international communication lines and wireless networks which are anticipated to become increasingly widespread.
Background

With the increased popularity of mobile devices and cloud services in recent years, a wide range of applications have begun to utilize communications capabilities. In many applications, such as file transfer, virtual desktop, and other communications applications, TCP is employed as a standard communications protocol. One issue with TCP is that data loss (packet loss) can occur in low-quality communications environments, resulting in significant drops in transmission performance (reduced throughput and higher latency) due to increased latency from having to retransmit data. In the future, it is expected that there will be greater opportunities to take advantage of international communications lines and wireless networks, making it necessary to ensure that transmission performance does not drop even when connected to a low-quality communications environment.
Technological Challenges

Currently, one well-known method of speeding up application transmission speeds in low-quality communications environments is to employ specialized acceleration hardware. This kind of specialized equipment, however, is expensive and bulky, making it difficult to incorporate into mobile devices. High-speed transmission methods for transferring files using software-based acceleration also exist, but to support a variety of existing TCP applications using these methods, it has been necessary to make modifications to the traffic processing components of each application.
Newly Developed Technology

By developing a proprietary software-based transfer protocol, Fujitsu Laboratories has succeeded in significantly improving the throughput and operating latency of existing TCP applications.

Key features of the new technology are as follows:
1) New protocol improves throughput and latency in low-quality communications environments

Fujitsu has developed a new protocol that incorporates a proprietarily developed and efficient retransmission method based on UDP, a protocol optimized for delivering streaming media. As a result, the new protocol is able to reduce latency resulting from data retransmission when packet loss occurs. The protocol can quickly distinguish between lost packets and packets that have not yet arrived at their destination, thereby preventing unnecessary retransmissions and latency from occurring. By incorporating the new protocol as a software add-on to UDP, it is possible to maintain the high speeds typical of UDP while avoiding packet loss and packets being sent in reverse order, UDP's main weaknesses. This, in turn, has enabled improvements in packet delivery and latency. In a comparison with standard TCP, the new protocol achieved a throughput increase of over 30 times during a simulated file transfer between Japan and the US, and operating packet delivery latency was reduced to less than 1/6 of previous levels.

2) Communications bandwidth control technology using real-time measurement of available network bandwidth

Fujitsu Laboratories developed a control technology that, by performing real-time measurement of available network bandwidth, can secure an optimal amount of communications bandwidth without overwhelming the share of bandwidth used by other TCP communications in a mixed TCP environment. For example, when other TCP communications are using relatively little bandwidth, the bandwidth share for the new protocol will increase, and when other TCP communications are taking up a higher percentage of bandwidth, the new protocol will use a smaller share.


3) Technology for accelerating existing TCP applications without any modifications

Fujitsu Laboratories has developed a technology that automatically converts TCP traffic standard for a wide variety of applications into the new protocol described in (1) above. This makes it possible to significantly improve the speed of a host of existing applications, including file transfer applications, virtual desktop applications, and web browsing applications, all without the need for any modifications.
Results

The use of the new technology is expected to speed up the performance of a wide range of communications applications employing international communication lines and wireless networks which are anticipated to become widely used more and more. For instance, the technology can help speed up web browsing and file download speeds in mobile communications environments where there is deterioration due to building obstructions or movement. In addition, the technology can improve data transfer speeds between datacenters in Japan and the US. It is also expected to help improve the usability of virtual desktops when accessing a virtual desktop located on a remote server using a low-quality communications environment (Figure 2).
Future Development

During fiscal 2013, Fujitsu Laboratories aims to commercialize the new technology as a communications middleware solution for improving communications speeds without having to modify existing TCP applications.

KANSAS CITY, Mo. - Many adult children struggle telling their aging parents that it?s time to stop driving, because driving represents freedom and independence.? However, a 96-year-old woman, who gave up her car keys, said those children should not hesitate telling their parents to stop driving.

Betty Villaume, of Kansas City, Kan., is a volunteer at Saint Joseph Hospital.?Five years ago when she moved to Kansas City from Florida, her children told her it was time for her to stop driving.?They promised to make sure she gets where she needs to go.?

Five years later, her children have kept their promise. Betty also gets rides from Jet Express, a volunteer shuttle service for senior citizens provided by Jewish Family Services.

?I miss driving sometimes,? Villaume said. ?But most of the time I?m glad I?m not driving.?

She said concerned children should be kind and direct when they know it?s time to take away the car keys from their parents.

?I listened and I agreed with what they said, and so I gave up driving.?

Villaume said it helps knowing that even though she doesn?t drive, she will still get to the grocery store, beauty shop and continue her volunteer work. She said making sure they have a ride is reassuring them that they will not be stuck at home.

?We still want to have a life and be able to go and do things we love,? Villaume said.

Hidden Antarctic lake shows signs of life

The first signs of potentially exotic life have been spotted in a sample of water drawn from Antarctica's hidden Lake Whillans, a half-mile beneath the surface, according to reports from the scene.

The telltale green glow of cells stained with a DNA-sensitive dye could be seen when water from the lake was put under the microscope on Monday, Discover Magazine's Crux blog reported. "It was the first evidence of life in an Antarctic subglacial lake," science journalist Douglas Fox reported for The Crux. Fox is an embedded journalist reporting from Lake Whillans under the auspices of a National Science Foundation program.


The U.S. scientists in charge of the project to drill into Lake Whillans ??known as the Whillans Ice Stream Subglacial Access Research Drilling, or WISSARD ??will be more circumspect: They'll have to demonstrate that the green-glowing cells are truly alive and capable of growing in culture. They'll also conduct tests to make sure that the microbes are indigenous to the lake, rather than the result of contamination from the drilling operation.

Last year, Russian scientists analyzed water from Lake Vostok, an even deeper and bigger subglacial lake beneath Antarctica's Vostok Station, but the only microbes they found in the sample were surface-dwelling species that may have come from contaminated drilling chemicals rather than the lake itself.

During the current Antarctic research season, the Russians resumed their drilling at Vostok. They said earlier this month that they had reached transparent lake ice at a depth of 3.4 kilometers (2.1 miles). Since then, they've reported retrieving "fresh frozen" ice cores from slightly deeper levels.

The Russian and U.S. teams are drilling into the lakes in hopes of finding evidence of life forms that could have been living in the dark for thousands of years, or even millions of years. Theoretically, such organisms could live off the minerals in deep-buried rock, plus oxygen dissolved in the lake water.

The Whillans Ice Stream is a glacial river that pushes ice from the West Antarctic Ice Sheet into the Ross Ice Shelf. Lake Whillans lies about 800 meters (0.5 miles) beneath the ice, less than 400 miles (640 kilometers) from the South Pole. Just this past weekend, the WISSARD team reported that their borehole connected with the lake after several days of drilling.?

Fox quoted scientists?as saying that Lake Whillans is just 5 to 6 feet (1.5 to 2 meters) deep, as opposed to the 20 to 30 feet (6 to 9 meters) that was expected. The first water samples that were brought up contained the ancient fossils of dead diatoms?? tiny marine creatures that are thought to have been pushed down into the lake from West Antarctica.

The study of Lake Whillans and other subglacial lakes should shed light on Antarctica's climate history, as well as the long-term interaction between the continent's ice and the water and rocks that lie beneath. The discovery of novel life forms could open up an entirely new frontier for biologists. And even if the organisms found in the lakes aren't all that unusual, the drilling operations could set the stage for future missions to the ice-covered moons of Jupiter and Saturn, where similarly challenging conditions for subsurface life are thought to exist.

Exclusive: CIA nominee had detailed knowledge of "enhanced interrogation techniques"

WASHINGTON (Reuters) - John Brennan, President Barack Obama's nominee to head the CIA, had detailed, contemporaneous knowledge of the use of "enhanced interrogation techniques" on captured terrorism suspects during an earlier stint as a top spy agency official, according to multiple sources familiar with official records.

Those records, the sources said, show that Brennan was a regular recipient of CIA message traffic about controversial aspects of the agency's counter-terrorism program after September 2001, including the use of "waterboarding."

How deeply involved Brennan was in the program, and whether he vigorously objected to it at the time, as he has said he did, are likely to be central questions lawmakers raise at his Senate Intelligence Committee confirmation hearing, scheduled for February 7.

After Brennan temporarily left government service in 2005, he publicly disavowed waterboarding, a form of simulated drowning, and other physically painful techniques that are often described as torture.

The official records, which include raw CIA operational message traffic that remains classified, are silent on whether he opposed the techniques while at the spy agency, said the sources, who spoke on condition of anonymity. Brennan served as deputy executive director of the agency beginning in 2001.

Some former officials familiar with deliberations about the program said they don't recall Brennan voicing objections to the use of harsh interrogation techniques.

But other former officials say Brennan was among agency officials who were uncomfortable with the use of physically coercive tactics, despite the legal opinions that supported their use. He expressed concern, according to these officials, that if details of the program became public, it would be CIA officers who would face criticism, rather than the politicians and lawyers who approved them.

"If John says he expressed reservations about some techniques, I believe him because he's an honest guy," said John McLaughlin, who was deputy CIA director at the time.

"Mr. Brennan had significant concerns and personal objections to many elements of the EIT (enhanced interrogation techniques) program while it was under way," a senior administration official said in response to Reuters' inquiries. "He voiced those objections privately with colleagues at the agency."

The question of whether and to what extent Brennan raised objections will be a focus of his confirmation hearing for Republican and Democratic senators alike.

"I have many questions and concerns about his nomination to be director of the Central Intelligence Agency, especially what role he played in the so-called enhanced interrogation programs while serving at the CIA during the last administration," Senator John McCain, who was tortured during captivity in North Vietnam, said recently.

KNOWLEDGE, BUT NOT RESPONSIBILITY

Under the CIA program, which largely ended before Obama took office, captured militants were detained and interrogated in a network of secret CIA prisons. Sometimes, they were delivered to foreign governments through an extralegal process called "extraordinary rendition."

Three high-ranking al Qaeda leaders, including Khalid Sheikh Mohammed, the alleged mastermind of the September 11 attacks on the United States in 2001, were waterboarded.

Because he was a regular recipient of operational traffic related to the interrogation and detention program, Brennan's name appears in a secret draft of a 6,000-page Senate Intelligence Committee investigative report on the program, sources familiar with that report said. They added, however, that he was cited in passing, not as a significant supervisor or manager of the program.

Brennan, who is now Obama's White House counter-terrorism adviser, played no role in the program's "creation, execution or oversight," the senior Obama administration official said.

"(Brennan) was on hundreds if not thousands of messages a day regarding many different issues but his primary responsibility was ... helping manage the day-to-day running of the agency, to include support, logistics, IT, budget, personnel resources, facilities, IG (Inspector General) recommendations, and the like."

SECOND TRY FOR CIA

This is the second time that Obama has sought to nominate Brennan to head the spy agency, and the second time that questions have arisen about his involvement in enhanced interrogation tactics when he was a CIA official during the administration of former President George W. Bush.

Brennan's candidacy for the top CIA job was derailed over the issue when he was an early front-runner for it after Obama's 2008 election victory.

Brennan withdrew his name from consideration at that time and, in a letter to President-elect Obama, said he had been a "strong opponent" of Bush-era policies, including the Iraq war and coercive interrogation techniques.

Brennan instead became Obama's White House counter-terrorism adviser. Obama issued an executive order banning the techniques shortly after taking office.

Barring unexpected revelations, most political handicappers believe Brennan will be confirmed as CIA director this time.

Research has suggested that compounds that give colorful fruits their rich hues, especially berries, promote health and might even prevent cancer. But for the first time, scientists have exposed extracts from numerous berries high in those pigments to human saliva to see just what kinds of health-promoting substances are likely to survive and be produced in the mouth.

It's too early to name the best berry for health promotion based on this initial work. But the researchers have discovered that two families of pigments that provide berries with their colors, called anthocyanins, are more susceptible to degradation in the mouth than are the other four classes of these pigments.

The Ohio State University study also showed that bacteria living in the mouth are responsible for most of the breakdown of these compounds that occurs in saliva. Researchers are investigating whether it's the berry pigments themselves, or instead the products of their degradation, that actually promote health.

Scientist say that these early findings will contribute to the further development of confectionaries, gums and other delivery devices for the prevention and possibly the treatment of conditions such as periodontal disease and oral cancers.

The researchers exposed extracts of anthocyanin pigments from blueberries, chokeberries, black raspberries, red grapes and strawberries to the saliva collected from 14 people. Black raspberries, in particular, have been shown in numerous previous studies to have chemopreventive effects on tumors in the mouth, esophagus and colon, mostly in animal studies. Their high anthocyanin content has been linked to those benefits.

"All fruits are unique because their chemical composition, or fingerprint, varies," said Mark Failla, professor of human nutrition at Ohio State and interim chair of the Department of Human Sciences. "There are many different edible berries. Some might be better for providing health-promoting effects within the oral cavity, whereas others may be more beneficial for colonic health. We simply do not know at this time.

"Increased intake of fruits and vegetables is associated with decreased risk of some chronic diseases. An understanding of the metabolism of these compounds, and the relative activities of the compounds in the consumed fruit and their metabolic products, is needed to make scientifically sound dietary recommendations and to develop effective delivery vehicles for the mouth," Failla said.

The research is published in a recent issue of the journal Food Chemistry.

Failla and colleagues asked 14 healthy individuals between the ages of 21 and 55 years to collect saliva in the morning before they had eaten breakfast or brushed their teeth. Research participants later collected additional saliva samples before and after they had rinsed their mouths with an antibacterial liquid.

The five fruits selected for study allowed the scientists to test the six distinct families of the anthocyanin pigments. Researchers purified the anthocyanins from each berry type and added the extracts to saliva.

The extent of the pigment degradation in saliva was primarily a function of the chemical structure of a given anthocyanin, said Failla, also an investigator in Ohio State's Comprehensive Cancer Center and Food Innovation Center.

Two families of anthocyanins consistently degraded when exposed to saliva: delphinidin and petunidin. Four other families were more stable: cyanidin, pelargonidin, peonidin and malvidin.

"Our observations suggest that the bacteria within one's oral cavity are a primary mediator of pigment metabolism. The bacteria are converting compounds that are present in the foods into metabolites," Failla said. "One area of great interest is whether the health-promoting benefits associated with eating anthocyanin-rich fruits like berries are provided by the pigment itself, the natural combinations of the pigments in the fruit, or the metabolites produced by bacteria in the mouth and other regions of the gastrointestinal tract."

There is context for this study that further complicates the understanding of anthocyanins' benefits. Multiple studies have led to the conclusion that anthocyanins themselves are very poorly absorbed by the body.

"If anthocyanins are the actual health-promoting compound, you would want to design food products, confectionaries and gels containing mixtures of anthocyanins that are stable in the mouth. If, on the other hand, the metabolites produced by the metabolism of anthocyanins are the actual health-promoting compounds, there will be greater interest in fruits that contain anthocyanins that are less stable in the oral cavity," Failla said. "We lack such insights at this time."

The extent to which the anthocyanins were degraded varied among the 14 people whose saliva was used in the study. However, two families of anthocyanins consistently degraded the most in all volunteers. Failla said the observed variation among individuals is likely related to differences in the microbial community that resides in each person's mouth.

This research group is continuing the work, examining which bacteria are most involved in the metabolism of anthocyanins and testing the stability of the pigments in berry juices in the mouths of human volunteers rather than in test tubes containing their saliva.

EAST CHICAGO, Indiana ? Billowing plumes of white steam swirl around the towering steel matrix at the BP Whiting oil refinery, while blossoms of orange flame from flares light up the cold night sky.

This is the backdrop to Marktown, an unusual enclave built in 1917 to house employees of a nearby steel mill owned by Chicago industrialist Clayton Mark.

About a quarter of the pastel, stucco Marktown homes are now vacant and crumbling. There is a general appearance of abandonment and decay. But on the evening of Jan. 23 the Marktown community center was bustling, packed with residents confused and alarmed about the news circulating over the past few days.

?This is more people than I?ve ever seen in Marktown,? remarked one local, who declined to give his name.

Kim Rodriguez, a 54-year-old lifelong resident, had called the meeting to try to save the neighborhood.

That?s because BP officials recently acknowledged they are looking to buy up and raze Marktown homes.

Since its founding, Marktown has been surrounded on all sides by heavy industry. But BP?s $3.8 billion expansion to process Canadian tar sands oil means the refinery is now much closer to the historic district, separated from the northwest edge of town only by 129th Street and a relatively narrow green space.

Rumors had swirled for a few weeks about BP?s meetings with several local residents, including at least one man who had approached the company seeking to sell numerous properties and another, history buff Paul Myers, who is passionate about preserving Marktown. A Jan. 15 story in the Times of Northwest Indiana stoked residents? fears.

Between the many boarded-up, disintegrating buildings and the looming refinery ? not to mention a tin plant, the ArcelorMittal steel mill, BP tank farms and other industry nearby ? Marktown isn?t what most people would consider idyllic.

But it is also a place rich with history, where neighbors know each other, large extended families live in multiple houses on the same block, and a spacious home can be purchased for less than $20,000.

It is a place that Rodriguez said she will not leave, no matter what.

?Marktown is once again in crisis,? she told the about 70 residents at the meeting. ?BP is planning to purchase our homes one by one and tear them down.?

A showdown to come

BP spokesman Scott Dean said in an email that the company is ?interested in the properties along its boundaries? to provide additional green space, as well as parking and equipment-staging areas for the refinery.

?The modernization project will create additional production activity inside the refinery adjacent to Marktown, including increased rail traffic adjacent to Marktown and barge traffic on the Indiana Harbor Ship canal adjacent to Marktown.? He said they will work with ?willing sellers? and offer fair market value.

Residents who don?t want to leave their homes can simply refuse to sell to BP. But attendees at the meeting clearly saw themselves facing a major showdown with the powerful company. They think that two men who own numerous buildings and do not live in the neighborhood will sell their properties, and they worry BP officials will tempt or pressure other residents to sell.

?Someone might think, ?Oh $15,000, I?ll be rich!?? said Yaya Torres, 33, who grew up in Marktown and now raises her son in a house near her parents. ?That?s all the homes are appraised at here, and that doesn?t even pay rent [elsewhere] for two years.?

The more homes that are sold and demolished, the harder it will be for remaining residents to jumpstart a rehabilitation of Marktown. Rodriguez, Myers and other residents have been pushing for comprehensive restoration for more than a decade. In 2008 they drafted a formal revitalization plan.

Historic significance

The non-profit preservation group Indiana Landmarks holds conservation easements on a number of Marktown properties, and Indiana Landmarks northwest field office director Tiffany Tolbert attended the meeting to tell residents ?we are prepared to protect those if it comes down to it.?

Indiana Landmarks twice named Marktown among the state?s 10 most endangered landmarks, and Marktown was also named one of the ?Seven Wonders of Northwest Indiana? in 2007 by the by the Times of Northwest Indiana newspaper.

In 1975 Marktown ? which is officially part of the city of East Chicago, while the refinery is in adjacent Whiting ? was placed on the National Register of Historic Places. That means federal resources cannot be used for redeveloping or destroying structures.

But the historic designation offers no such protection against private development or demolition by an entity like BP.

Dean said that, ?BP respects the historical designation of the Marktown Community and is exploring preliminary possibilities related to the historic designation,? though he also said that ?once acquired, the property would be razed.?

A month earlier, sitting at her kitchen table surrounded by Christmas decorations and countless family photos, Rodriguez reminisced about her childhood in Marktown. Ice-skating on the frozen flooded basketball court, playing ping pong in the community center and buying snacks at the local bar, where kids were allowed as long as they didn?t sit on the stools.

?This is my home, the only place I know,? she said. ?I know there?s a big world out there, but it scares me. When it comes to trying to take Marktown from us, I?m going to fight them. If I lose in the end, I?m going down with it.?

At the meeting, Rodriguez pleaded with other residents to join her.

?I need your help to do this,? she said, standing below a construction paper sign saying ?Kids Against Bullying.? ?How important are your homes to you? How important is the Marktown community? I will go to bat for each and every one of you, but I can?t do it alone?otherwise my home might be the only one left standing there.?

A ?step child? or a priority?

It looked like Rodriguez had no shortage of supporters. Rosendo Cuevas, an East Chicago city councilman, asked for a show of hands from people who want to hold on to their homes. About half the crowd responded.

?If the people stand united, it?s not going to be an easy fight for BP,? he said.

Another East Chicago city council member, Benita White Arnold, urged the residents to develop a phone tree and plan of action.

?BP has a lot of bad PR out there, they don?t need this in the newspaper,? she said. ?Don?t let them do those trickery things where they don?t give you any time to organize?Don?t let them catch you sleeping, be awake.?

Three of East Chicago?s nine city council members were at the meeting, along with at least one former council member. While they expressed their support for saving Marktown, numerous residents complained that the East Chicago city administration has long ?treated Marktown as a stepchild,? in the words of resident Javier Madrigal.

The next evening, Jan. 24, the East Chicago redevelopment commissioner held a community meeting regarding an unrelated redevelopment plan for the town?s North Harbor area. Rodriguez and about 10 other Marktown residents attended, seemingly outnumbering North Harbor residents and peppering commissioner Maria Becerra with questions. Becerra said she hadn?t been aware of the BP situation or the previous Marktown redevelopment proposal, but would look into it.

Torres, who works as a trainer in an early childhood education program in Chicago, said she does eventually want to move away from Marktown, ?but I don?t want to sell my house to BP, I want to sell it to a family that wants it. I want to be able to bring my son back here and show him where I grew up.?

But there was no animosity between Rubio and Rush today. Rush was extremely respectful of Rubio and his ideas even as he suggested President Obama was only after political gain with this process.

"You're meeting everybody honestly, forthrightly. You're meeting everyone halfway," Limbaugh told Rubio.

But there is not exactly agreement yet.

Congratulations! You just won a workers? compensation case because you had strong evidence that the employee?s injury wasn?t caused by anything that happened at work. Now get ready for round No. 2.

If the employee appeals, be sure to ask for attorneys? fees. Under the right circumstances, you?ll be entitled to payment.

Recent case: Christopher developed acute myelogenous leukemia when he was 33 and sued his most recent employer for workers? compensation benefits. He alleged that his illness was caused by workplace exposure to benzene, a chemical that can sometimes trigger cancer like his.

But the employer presented compelling evidence that none of the processes Christopher worked on involved benzene, and that any ex?posure at work would at most have been 1/2000th of the limit OSHA considers safe. Plus, the evidence suggested that the type of cancer Christopher developed was based more on genetics and cigarette exposure than benzene.

Christopher?s case was dismissed, but he appealed, arguing that his ?expert witness? presented evidence from science journals published in the 1950s showing a connection between benzene and cancer.

The employer asked for attorneys? fees if he lost the appeal.

The court refused to overturn the decision and ordered the North Caro??lina Industrial Commission to determine whether Christopher should pay the employer?s legal fees for a frivolous appeal. (Scearce v. Chemtek, No. COA12-345, Court of Appeals of North Carolina, 2012)

Driving cross country and seeing a landscape dotted with huge wind turbines is very pretty.? What is even greater about them is how they help the environment.? Honda has made changes to their Transmission Plant in Russells Point, OH to become the first auto manufacturing facility to operate substantially off of turbines.?

Two Turbines Will Supply 10 Percent of the Plant's Electricity

Honda Transmission Mfg. of America, Inc. has announced an agreement with Juhl Wind, Inc. of Pipestone, Minn., to develop, install, and operate two utility scale wind turbines to generate electricity for the plant's operations.

Once the turbines begin operating later this year, the Honda transmission plant in Russells Point, Ohio will be the first major automotive manufacturing facility in the United States to obtain a substantial amount of its electricity directly from wind turbines located on its property, while also reducing CO2 emissions from this renewable energy source.

Studies commissioned by Honda Transmission indicate that wind-generated power is a cost-effective source of electricity for the plant and that the project will not adversely impact local wildlife or the environment.? The two wind turbines will supply approximately 10 percent of the plant's electricity. Based on their location and actual wind speeds, combined output from the two wind turbines is estimated at 10,000-megawatt hours (MWH) per year.

The decision to go forward with the project followed a thorough evaluation of renewable energy sources for the plant, which Honda announced in February 2012. The turbines, with blades approximately 160 feet long, will be installed on 260-foot towers on Honda Transmission property, which is suited for a maximum of two wind turbines.? Last June, the Washington Township Board of Zoning Appeals approved a variance to the height limitation for the wind turbines.

"We appreciate the support we have received from the township and our neighbors that will help Honda reduce CO2 emissions," said Gary Hand, vice president of Honda Transmission.? "This is just one of many ways that Honda is seeking to reduce our environmental footprint."

Juhl Wind will be primary developer of the project and own the two turbines. Through agreements with Honda Transmission, Juhl will generate electricity for the plant, and be responsible for the interconnect agreement with the Logan County Electric Cooperative and the power purchase agreement with Buckeye Power, Inc.

"We are honored to work with Honda to provide wind energy at their Russells Point facility," said Corey Juhl, vice president of project development for Juhl Wind. "By installing these two wind turbines next to their manufacturing facility, Honda is making tangible and immediate progress towards reducing CO2 emissions."

Globally, Honda has established voluntary goals to reduce the environmental impact of its products and manufacturing operations by 2020.? This includes a 30 percent reduction in CO2 emissions from Honda products, and significant CO2 reductions from the company's plants and other operations, compared with year 2000 levels.

To achieve these new environmental targets, Honda is accelerating its efforts to advance the environmental performance of its products, and its operations throughout North America.? The wind turbine project is among a number of other initiatives at Honda plants to reduce energy use and waste from manufacturing operations.

Honda Environmental Leadership
Honda is a leader in the development of leading-edge technologies to improve fuel efficiency and reduce CO2 emissions, both in its products and its manufacturing operations.

Two Honda automobile plants in Ohio have earned the U.S. Environmental Protection Agency's (EPA's) ENERGY STAR certification for the sixth year, while a Honda auto plant in Indiana earned the designation for the first time in 2012, boosted by energy efficiency gains from the start of a second shift of auto production.

Honda of America Mfg. auto plants in Marysville and East Liberty, Ohio have ongoing initiatives to reduce energy consumption. Major areas include installation of energy-efficient equipment, implementing new technologies in auto-body painting systems and lighting efficiency improvements.

Honda leads all automakers with twelve LEED-Certified "Green Buildings" in North America, and 10 of its 14 North American manufacturing facilities are zero-waste to landfill.

Honda of America recently announced plans to begin production of the Accord Hybrid sedan at the Marysville Auto Plant in fall 2013.? This will be the third hybrid model built by Honda in America, joining the Civic Hybrid and Acura ILX produced at Honda Manufacturing of Indiana, LLC in Greensburg, Ind.

Honda has developed numerous technologies to improve the fuel efficiency and reduce CO2 emissions from its products, including the just released 2014 Honda Accord Plug-In Hybrid, the Fit EV, Civic Natural Gas and the Honda FCX Clarity fuel cell electric vehicle.

Honda has also led the Union of Concerned Scientists (UCS) rankings of overall vehicle environmental performance since 2000, and a Honda vehicle has topped the list of America's greenest vehicles from the America Council for an Energy-Efficient Economy (ACEEE) for 15 consecutive years.

Still waiting for a 128GB iPad? One could come sooner than you think. According to 9to5Mac, Cupertino is preparing to add a new SKU to its fourth-generation tablet line up, slotting next to the existing 16GB, 32GB and 64GB configurations as a premium model. A source at a well known US retailer shared the devices' SKU information with the outlet, marked up with internal Apple terminology that described both WiFi-only and cellular-capable slates in black and white facades. The devices' description column features a lone adjective, too: ultimate.

9to5Mac couldn't confirm that the description meant a 128GB model was inbound, but the assumption seems reasonable enough -- developers are finding references to 128GB iOS devices in iOS 6.1 beta code, and icons for the size were found in iTunes 11. Moreover, "good," "better" and "best" have all been used to describe different iPad configurations in the past -- ultimate seems like the next logical step. John Kerry: 'No one should mistake our resolve' on Iran's nuclear program

John Kerry used his confirmation hearing Thursday to paint an expansive picture of the foreign policy he would promote as the next secretary of State ? saying economic development, climate change, and human rights must be as much a part of America?s role in the world as ?drones and deployment.?

Appearing before the Senate Foreign Relations Committee, which he still chairs, Senator Kerry (D) of Massachusetts said, ?This really is a time for American leadership.? But, he warned, the US would be unable to continue its ?essential? role in the world if it does not first ?put its own [fiscal] house in order.?

?We can?t be strong in the world unless we are strong at home,? he said.

Yet even as he emphasized the importance he would place on soft-power issues like development and democracy promotion, Kerry made a point of reiterating President Obama?s commitment to preventing Iran from obtaining a nuclear weapon.

?Our policy is not containment. It is prevention,? he said, underscoring an issue that could very well dominate the initial months of his presumed tenure at the State Department. ?No one should mistake our resolve? to stop Iran from developing a nuclear weapon, he added.

Kerry, accompanied by his wife, Teresa Heinz Kerry, and one of his two daughters, bathed in the accolades and good wishes of his committee colleagues from both sides of the aisle. The hearing?s overall tone left little doubt that Kerry can anticipate easy confirmation.

Despite the warm atmosphere, however, several senators made it clear that their respect for Kerry does not extend to Mr. Obama?s foreign policy. Sen. Marco Rubio (R) of Florida said he has ?struggled to fully understand what President Obama?s vision for the world is,? while other Republicans focused their criticism on the administration?s handling of the Sept. 11 terrorist attack in Benghazi, Libya, and the civil war in Syria.

Even the Democratic senator who presided over the hearing, Robert Menendez of New Jersey, took a moment to outline his opposition to some of Obama?s Cuba policy ? suggesting how Congress and the White House will remain at odds on certain foreign-policy issues.
